"It" never really had a chance to become anything. ABC aired the two-part miniseries over consecutive nights in November 1990, and that was the entire run. The network wasn't cancelling a show so much as concluding a contained story. This was how television handled Stephen King adaptations in that era: you brought in a director, cast some recognizable actors, and told the story in a fixed number of hours. The format itself prevented any notion of renewal or cancellation. King's 1986 novel, sprawling as it was, got compressed into roughly four hours of airtime, and when those hours finished, the story was done.

The ratings for the miniseries were respectable enough for the time, and critical response hovered around acceptable, but there was never an expectation that "It" would return. ABC had commissioned a specific narrative event, not an ongoing series. Television in 1990 didn't routinely extend miniseries into second seasons the way networks sometimes do now. Once the Losers' Club defeated Pennywise and the narrative reached its conclusion, the project was finished. The two-part structure had always been the plan, and both parts aired as intended.
