What is El Presidente about?

Sergio Jadue, a minor soccer bureaucrat from a Chilean backwater, tumbles into the presidency of his country's soccer federation and immediately begins funneling bribes, manipulating tournaments, and ingratiating himself with FIFA's kingmakers.
