Bruce Campbell as Sam Axe, Michael's perpetually beer-in-hand former Navy SEAL friend, is the best thing in it, and the show is smart enough to use him heavily. Gabrielle Anwar's Fiona is credible as the volatile ex-girlfriend and weapons enthusiast, though the romantic tension between her and Michael is the element that ages least gracefully.

The tone is breezy. USA Network at this period was openly committed to what it called "blue skies" programming, meaning shows that were fun, sun-drenched, and not interested in moral complexity for its own sake. Burn Notice fits that mold almost perfectly. It's not trying to be The Americans.
