Jeffrey Donovan plays Michael with a kind of controlled, slightly smug competence that works better than it has any right to. The show's signature move is the voiceover, where Michael explains spy tradecraft in procedural snippets ("When you're trying to tail someone in a city you don't know..."), which sounds gimmicky but actually gives the show a distinct texture. Bruce Campbell as Sam Axe, Michael's perpetually beer-in-hand former Navy SEAL friend, is the best thing in it, and the show is smart enough to use him heavily. Gabrielle Anwar's Fiona is credible as the volatile ex-girlfriend and weapons enthusiast, though the romantic tension between her and Michael is the element that ages least gracefully.

The tone is breezy. USA Network at this period was openly committed to what it called "blue skies" programming, meaning shows that were fun, sun-drenched, and not interested in moral complexity for its own sake. Burn Notice fits that mold almost perfectly. It's not trying to be The Americans. Critics found it pleasant and unpretentious, audiences genuinely liked it, and the IMDb score of 8 out of 10 reflects a fanbase that found real comfort in the formula. The later seasons stretched the mythology in directions that satisfied fewer people, and by the end the show had moved far from its lighter origins.

What it does consistently well, especially in its first few seasons, is make competence entertaining. Watching Michael rig a homemade device out of household items while explaining exactly why it will work taps into something satisfying that few shows bother with. It's the procedural pleasure of seeing someone who is genuinely good at something go to work.
