The other factor was money, though not in the way most shows experience it. By 1994, The Next Generation was expensive to produce, and Paramount saw a more lucrative path in theatrical films. The feature film route allowed the studio to keep the franchise alive with bigger budgets and wider audiences while freeing up the syndication schedule for Deep Space Nine, which had launched in 1993 and needed room to grow. Keeping TNG running alongside DS9 would have split the audience and likely diminished both shows.
It is also worth noting that seven seasons had become the symbolic benchmark for Star Trek, matching the original series' intended run that was cut short back in 1969. There was a sense of completion to it. The finale, "All Good Things...", is one of the best series finales in science fiction television, which tells you that the writers knew they were wrapping up and had time to do it properly.
