By that point, the show had worked through the vast majority of Arthur Conan Doyle's original stories, and the well was simply running dry. There are only so many canonical Holmes tales, and Granada had adapted most of the best-known ones. That natural exhaustion of source material was probably the single biggest factor in bringing things to a close.

The other unavoidable reality was Brett's declining health. He suffered from serious heart problems throughout the later seasons, and his condition visibly affected production. The show had to work around his limitations, and some of the later episodes feel constrained because of it. Brett died in September 1995, just over a year after the final episode aired, which puts the ending of the series in a fairly clear light. This was not a show that got cancelled or lost its audience. It simply reached the end of what it could reasonably do, given both the finite source material and the physical toll on its lead actor.
